This is the Center Ring that is supplied in the No. QPK-101 Quick Pitch® Standard Kit to which the Standard Float Sticks attach. This center ring has a 3-5/8" inside diameter. Separate Center Rings are often needed to make use of "leftover" Standard Float Sticks.
